Since the mintmark was placed on individual dies by hand prior to 1990 (1985 for proofs), the position of the mintmark varies from die to die.  This variation is common and commands no premium value unless the mintmark is obviously tilted or touches a design element. 

Because the position of the mintmark is unique to each die, it can be useful as a die marker, especially in distinguishing between varieties which are similar in appearance.

The mintmark on this 1941-S cent is tilted CCW about 30 degrees.

 

The mintmark on this 1954-S cent actually touches the 5 of the Date
