This is the only circulation strike coin known to have had the mintmark left off the working die.  Remember that Philadelphia begin putting the P mintmark on all denominations except the cent in 1980.

It comes in a strong and weak strike.  Apparently the strong strike was minted first.

     

This is the weak strike.  What happened to change the pressure on the press to strike these is unknown.
